Located in the heart of downtown St. Paul's burgeoning Lowertown (hence the name), LoTo has the wide-open feeling of the artsy lofts that are making this neighborhood hot. Look for contemporary American classics--New York strip, beef stew, lobster bisque--with special sides like LoTo Mash and LoTo kettle chips. The desserts are in the bakery (flourless chocolate cake with cappuccino butter cream), and the bar serves a Minnesota Manhattan, made with vodka instead of bourbon.
