Maybe it's the restrained decor--still stuff on the walls, but not the TGI Friday's/Applebee's rummage-sale-gaga look--or the generous spacing of the tables. Maybe it's the Italian food, which liberates Ciatti's from the temptations of fries and ''chicken fingers.'' Lasagna is piled high and hearty. Veal dishes have some spunk. First-daters should be weary of the over-garlicky bread sticks and well drinks are a better purchase than the jug-style wine.
