Cheery orange and white are refreshing contrast to the dense gray of this neighborhood. The space is brighter than other restaurants--no doubt a purposeful style decision. One side boasts an efficient row of tables, the other an exposed kitchen with a countertop for solo service. Locals, many just in from nearby CTA routes, pack both for heady to downright fiery noodle dishes, like the ''Hot-Popeye,'' green strand noodles loaded with ground chilies, chili oil, spinach, curry spices, garlic and capsicum slivers.
