The exterior of this longtime bar and grill is painted with boastful claims--''top ribs,'' ''No. 1 steak,'' etc. Inside, seniors and groups choose between eating on the fun (but smoky) bar side or in the quieter dining room. Broiled fish dishes and juicy ribs lightly dressed in semi-sweet sauce are menu highlights. The 8-ounce filet is tender and topped with mushrooms; burgers and sandwiches are huge, particularly the ''ribwich'' and corned beef on rye.
