The fluorescent-lit interior might be shabby, but Puerto Sagua is a favorite of local politicos, who congregate at the counter in the mornings to debate local, foreign and national policy over hearty Cuban breakfasts. The food isn't fancy, but diners return for paella-style chicken and rice, ham croquettes and other Cuban comfort dishes.
