With its legions of ''beautiful people'' and sexy atmosphere, Touch feels as much nightclub as restaurant. The decor includes faux palm trees, cone-shaped wall sconces and a red-velvet swing at the entrance. Upscale appetizers include scallops and foie gras and lobster-prawn salad with a papaya-vanilla glace. Inventive entrees range from cinnamon-smoked duck leg confit with grilled breast and charred banana-potato mash to ''margarita'' salmon, cured with tequila and lime and served with tangy lime salsa.
